The cards give children a starting point: here is what a ladder truck looks like, here is how a rescue helicopter is put together. Copying them takes real attention, because the pieces have to be oriented correctly to line up. It is a satisfying puzzle with a clear finish line.

What happens after that is where the set earns its shelf space. Children start bolting a helicopter rotor onto a fire truck, inventing vehicles that do not exist, and building the emergency around them - a cat in a tree, a burning building, a boat in trouble.
